President Bush's proposed budget would hurt efforts to clean up the Great Lakes and prevent problems such as sewage overflows and exotic species invasions.
Federal spending for Great Lakes water quality programs would be slashed 16 percent from this year's total under the president's fiscal 2009 spending plan.
