Great Lakes Compact Plods Along

The special legislative session called in Wisconsin starts Thursday to ratify the Great Lakes Compact, but the bill could be signed into law on or before Earth Day. The hold-up is related to wrapping up details in the bill's language and lawmaker scheduling conflicts. Will Michigan and Ohio ratify the compact before the year is done?
