Senator Tim Grendell of Ohio wants voters to amend their constitution to address what he sees as a fundamental problem with the Great Lakes Compact. He believes the agreement will transfer all privately owned groundwater into public hands, if that stipulation is changed he will drop his opposition to the Compact.
