A $5 billion dollar trust fund will be put into place for Great Lakes restoration and conservation if Barack Obama is elected president. The fund will be phased into a new program for the lakes over ten years. The plan hopes to boost local economies, while cleaning up the lakes. The trust would be created by rolling back tax breaks for oil companies.
